Weblate (bot) 2ad7629c2a Translations update from Hosted Weblate (#3177) ...

* fix broken files containing keys from messages namespace
* pre-fill missing translations with english
* new command to pre-fill empty translations
* fix locale in filename
* activate locales fa and nb_NO
